In January 2021, the UAE announced amendments allowing selected categories of foreign residents, together with their families, to be considered for Emirati nationality.
Recognising talent and contribution
The announcement covered investors, doctors, specialists, scientists, inventors, intellectuals, artists and other talented people. It also allowed those granted citizenship under the amendments to retain their existing nationality.
Different categories had specific conditions. Property ownership was one of the criteria mentioned for investors, while professional and scientific categories involved qualifications, experience, achievements or recommendations.
A nomination-based process
The announcement described a route through nomination by Rulers’ and Crown Princes’ Courts, Executive Councils and the Cabinet. Owning a property did not, by itself, guarantee citizenship.
For Dubai’s international community, the announcement was a significant recognition of long-term contribution and exceptional talent.
